Carbon Emissions: NCC Strategizing For Actionable Clean Energy Policy

Carbon emission refers to the carbon dioxide that planes, cars, factories, power generators, etc. produce, thought to be harmful to the environment for which positive actions are expected from everyone to do more in order to reduce these emissions.

Globally, carbon emissions have been fingered as behind all the climate change issues currently faced by the world with coal-powered and fossil-fuel combustion engines as the worst culprits.

In Nigeria, fossil-fuel-powered electric generators are such wide use owing to the epileptic power supply system.

Over the past years, the total greenhouse gas (GHG) emission contributed by the mobile telecommunication industry in Nigeria rose from 1700000 tCO2e (tonnes of CO2 equivalent) in 2012 to 22000000 tCO2e in 2014 and by 2020 it had reached 3900000 tCO2e.

Going by the projected 80,000 diesel-fueled electric power generators, the total emission rate of the three GHGs (tCO2 eq) is expected to hit 5800000 tCO2e in the nearest future.

Considering the implications of these on the global climate, the deployment of hybrid renewable energy sources is considered necessary against the burning of diesel.

NCC Clean Energy Plans

The Nigerian Communications Commission (NCC) has restated its commitment to reducing the impact of telecommunication operations on the environment and its plans to introduce an ethical energy policy to the sector.

It explained that due to the peculiarities of the country’s electricity supply, the telecom sector is a major contributor to carbon emissions. 

The commission said this while announcing plans for its upcoming 2023 World Consumer Rights Day themed, ‘Empowering consumers through clean energy transitions,’ in Abuja.

NCC’s Executive Vice Chairman and Chief Executive Officer, Prof Umar Danbatta, who spoke through its Executive Commissioner, Stakeholder Management, Adeleke Adewolu, at the announcement said, “The theme is very apt this year, as we know the implication of the climate change disaster facing the world.

“So, as a commission, we are committed to reducing the impact of climate change.

“The telecoms sector contributes to global emissions, particularly when you realize that there are over 54,000 base transmitter stations powered, in some cases 24 hours seven days a week, by generators.

“You can just imagine the emissions from these.”

He explained that the commission was already looking at introducing a policy to encourage ethical energy sources as part of its commitment to safeguarding the environment for consumers and other users of telecom services.

“He stated that this move would be in tandem with the process of actualizing some of the key items of the Sustainable Development Goals.

According to the EVC, the commission’s introduction of a regulatory framework on infrastructure sharing and collocation among licensees was to encourage operators to fully maximize already-deployed infrastructure.

Danbatta added, “By sharing infrastructure, some operators do not need to entirely build a telecoms site in an area where another operator had deployed one.

“With the challenge of inadequate public electricity supply in Nigeria, telecom companies rely on diesel-powered generators to keep their telecom sites live round-the-clock.

“But a regulatory framework such as infrastructure sharing and collocation is helping in this regard.”
