According to multiple media reports in England and Argentina, City have struck a deal to prise the 21-year-old forward from the Argentine giants for £21million.
But the forward, who last November led River to win a first league title in seven years, is not expected to move to City imminently and is instead due to arrive at the Etihad in the summer.
After sales of Ferran Torres for £50 million to Barcelona, Man City could do try by error with the Argentine.
He is also a far cheaper purchase than the likes of Erling Haaland, Harry Kane or even Robert Lewandowski.
Although it remains to be seen how he would thrive on English soil and football but given Man City's lack of real poacher like diminutive maestro Sergio Kun Aguero they would want to give another Argentine a trial.
Pep Gaurdiola has also recorded good dealings with Argentines with Lionel Messi's name also popping in mind, Alvarez would relish working with the Spaniard.
