NLC Strike: Kaduna State Inaugurates Judiciary Commission, A

The Kaduna State Government on Tuesday inaugurated Judicial Commission of enquiry into the Nigeria Labour Congress strike of May, 2021.

The Government has also appointed Justice Ishaq Bello, a retired Judge of the FCT among seven others.

This was captured through a press statement signed by the Special Adviser to the Governor on Media and Communication, Muyiwa Adekeye. 

Adekeye stated that the commission was constituted according to the provisions of the 1999 Constitution, and the commissions of enquiry law CAP 34, laws of Kaduna State, 1991.

While stating reason for the creation of commission, "It is charged to ascertain the legality of the warning strike, the actions of various persons and organisations and determine whether such actions amount to any breach of of the Trade Union Act, the Trade Disputes Act, the Trade Disputes (Essential Services) Act, the Miscellaneous Offenses Act, the Quarantine Act, the Public Health Law and Penal Code Law of Kaduna State and other laws," the statement read.

It further stated that, "The Inquiry will also ascertain the economic losses incurred during the strike, assign responsibility for actions and make recommendations for appropriate actions, including civil remedies, criminal prosecution and policy measures."

The members of the commission include:
i. Hon. Mr. Justice Ishaq Bello, ​​Chairman​
ii. AVM Rabiu Dabo,​​​​ Commissioner
iii. Mr. Eyo O. Ekpo  ​​​​Commissioner
iv. Mrs. Joan Jatau-Kadiya​​​, Commissioner
v. Mr. Chom Bagu​​​​, Commissioner
vi. Dr. Nasirudeen Usman, ​​​Commissioner
vii. Malam Mohammed Isah Aliyu​​, Commissioner

According to the statement, the commission has the power to summon anybody.
"Section 7 of the Commissions of Inquiry Law grants the Judicial Commission of Inquiry the power to summon any person in Nigeria to give evidence and to issue a warrant to compel the attendance of anyone so summoned," Adekeye stated.
