At least 13 people were killed by Russian shelling in the Dnipropetrovsk region, Dnipropetrovsk Governor Valentyn Reznychenko said.
Valentyn Reznychenko said; "Russia diirected 80 rockets at residential areas while people were sleeping in their homes."
He said more than 20 buildings were damaged in Marganets, and the attack damaged a power line, leaving several thousand people without electricity.
The attack also damaged a hostel, two schools, a concert hall, the main council building and other administrative bases.
Sky News reports witnesses said they heard at least 12 explosions and also reported a fire on a runway and damage to some homes.
Ukraine also accused Russia of exploiting its position in a nuclear power plant it had seized to target a nearby town in a rocket attack that left many others seriously wounded.
This comes as Ukraine's president, Volodymyr Zelenskyy called on the West to impose a blanket travel ban on Russians, an idea that has found support among some EU member states.
